Justice for the Overlooked. Relief for the Oppressed
The work I undertake is grounded in the belief that access to justice should not be the preserve of the affluent, nor denied to those who find themselves at the margins of society. I act for individuals and businesses who have been affected by improper or unlawful enforcement action, often at the hands of certificated enforcement agents operating without regard for their legal duties or the rights of those they pursue. I focus particularly on assisting those deprived of adequate representation due to financial hardship, or because solicitors and institutions have historically turned away those from disadvantaged or underrepresented socio-economic backgrounds. In doing so, I strive to restore balance in a system that often favours enforcement over equity.
My practice includes preparing and issuing urgent court applications to restrain unlawful enforcement, relying on the protective provisions set out in Schedule 12 to the Tribunals, Courts and Enforcement Act 2007 and the Taking Control of Goods Regulations 2013. These applications are brought swiftly and with precision, often under extreme time pressure, to prevent irreversible harm to those affected. Where appropriate, I pursue damages for wrongful interference with goods, breaches of statutory duty, and conversion, utilising the remedies available under the Torts (Interference with Goods) Act 1977.
With significant regulatory expertise, I challenge procedural breaches by enforcement agents and High Court Enforcement Officers. I draw attention to failures in certification, non-compliance with the National Standards for Enforcement Agents, and breaches of CPR Part 85. I do so not only in the interests of the individuals I represent but also to improve systemic standards. As such, my practice is both forensic and reformative. I have advised Parliament directly, including through my contribution to the draft Private Members' Bill entitled Driving Fairness: Proposals for Enhancing the Civil Enforcement Framework, which proposes legislative amendments to ensure better safeguards for the vulnerable and greater transparency in enforcement practices.
I am acutely aware that many bailiff companies respond to complaints with procedural deflection or outright dismissal. The internal complaint mechanisms are widely perceived to lack independence and credibility. To overcome this, I build civil claims with robust evidential foundations and sound legal reasoning, ensuring bailiff firms and those who instruct them are held accountable through the courts. I frequently act against firms who engage in dilatory or evasive tactics, including those represented by experienced defence solicitors, and I prepare clients accordingly so they are equipped to meet those challenges with confidence.
In addition to direct representation, I regularly appear as a speaker at legal conferences, including the Public Policy Exchange, where I advocate for regulatory reform in civil enforcement. My insights are also sought by the media, with my work featured on BBC News and through various investigative journalism outlets. I maintain a public YouTube channel providing legal education and practical guidance to those navigating enforcement issues without legal aid or institutional support.
My clients span a wide spectrum. They include single parents whose essential vehicles have been unlawfully removed, small businesses crippled by the wrongful seizure of stock, and larger commercial entities confronted with unjust enforcement processes. In each case, I tailor my approach to the client's needs and the legal complexities they face, supported by a strong track record of success and consistent expressions of client confidence.
I work closely with a dedicated team of legal professionals, including solicitors, legal executives, barristers, and a former police investigator. Together we provide a comprehensive legal service marked by diligence, integrity, and strategic clarity. I also act in an advisory capacity to other law firms, many of whom refer complex enforcement matters to me for specialist input. In this capacity, I bridge a critical gap within the legal profession, ensuring those affected by enforcement abuses are not left without remedy or redress.
In sum, my work exists at the intersection of individual justice and structural reform. I represent, advocate, challenge, and educate, not simply to resolve each case on its merits, but to ensure that the enforcement framework evolves in the direction of fairness, accountability, and the rule of law.
